CARE Coaching Needs Assessment (CCNA)

The CARE Coaching Needs Assessment (CCNA) is an online school-wide leadership assessment and feedback system designed to strengthen leadership for teaching English Learners (ELs) while also improving instruction for all students. Built on the foundation of the Comprehensive Assessment of Leadership for Learning (CALL), developed and validated at the University of Wisconsin–Madison, CCNA extends this work by explicitly examining how leadership practices support multilingual learners alongside broader instructional systems. This dual focus allows schools to better understand how well their existing practices meet the needs of ELs.

CCNA uses a multi-source, comprehensive survey to assess leadership practices distributed across the school. Teachers, administrators, and instructional support staff all contribute perspectives, providing a rich and balanced view of school-wide practices. A unique feature of CCNA is its use of parallel items that measure both EL-focused practices and corresponding general education practices. This design allows users to directly compare how effectively their school supports multilingual learners in relation to how it supports students overall, helping to surface strengths as well as gaps in equity and access.

Upon completion of the survey, users receive immediate, targeted data and feedback designed to support continuous improvement. The system highlights areas where leadership practices for ELs are aligned with general practices—and where they diverge—offering actionable guidance to strengthen both. By making these comparisons visible, CCNA helps schools build more coherent, equitable systems that ensure multilingual learners have full access to high-quality teaching and learning opportunities.

The CARE Coaching Needs Assessment (CCNA) measures leadership in four core domains:

  1. Focus on Leadership for Student Success
  2. Promote Effective Teaching Practices and Services for All Students
  3. Build Professional Capacity for Teachers
  4. Foster an Inclusive and Enriching School Learning Environment

CCNA is available to schools and school districts on a 12-month subscription basis. During that 12-month time period, school and district leaders receive:

  • access to multiple administrations of the CCNA online survey,
  • access to the user-friendly CCNA online reporting system,
  • implementation support for survey administration, and
  • post-implementation support which includes data-interpretation and guidance from CALL and CARE Coaching experts as well as guidance for next steps.
